#6 cache schemas & controlled vocabularies

Allow GEMCat to cache the schemas & controlled
vocabularies.

Background: Two testers working on their home
machines reported long waits (up to 2 minutes) waiting
for the registries to load and the summary view to
appear. Caching the schemas & controlled
vocabularies is expected to speed up that process.
