#79 language of encoding / RFC 1766 done with no selection

If the user displays the RFC 1766 window to enter a
language of encoding for a given element, but then
clicks "done" without highlighting a selection in the RFC
1766 window, the RFC 1766 window closes but the
main element window cannot be closed, and values
entered in the main element window are not saved to
the record.

For example:
display the "title" element window
enter a value in the text box
click the "language" button to display the RFC 1766
window
without entering a language, click "done" to close the
RFC 1766 window
click "done" to close the title element window (doesn't
work)
click x to close the title element window
now look at the RDF graph; the value entered in the title
element window is not in the RDF graph

I have not tested this for every element, but it occurred
in a sampling so I'm assuming it will happen everywhere.

Clicking "done" on the RFC 1766 window without
highlighting a language shouldn't prevent the user from
saving other values in the main element window.
