The behavior to close controlled vocabulary windows
without making a selection is inconsistent.
In one window, if the user makes no selection, it is
impossible to close the window.

In some windows, if the user makes no selection,
the done button is inactive but the user can close the
window by using the x:

GEM price code
thesaurus browser
type -- GEM types
type -- DCMI types
GEM levels
In other windows, if the user makes no selection,
the done button closes the window (and the x also
closes the window):
GEM subjects
type -- mediaseek types
GEM mediator
GEM beneficiary
GEM assessment
GEM grouping
MediaSeek grouping
GEM teaching methods
MediaSeek teaching methods
The behavior should be consistent among all windows.
Allowing the user to click done even though no
selection was made would make the behavior
consistent with the main element windows.

This issue was first reported by the US DOE, 5-16-03,
as the following: When a user opens a Language
dropdown menu and tries to close it by pressing "Done"
without selecting a value, it doesn't exit. It should exit,
offer a visual cue that the button is inactive, or ask the
user to confirm that s/he wants to exit without selecting
a value.
