#1 Add balance for weapons

Since weapons can be too heavy to use, it would be convenient to have a feature in the design files to make a weapon more or less balanced than its weight dictates.

For example, a battle ax has a mass of 8 units, therefore, characters that an average person (Bo 8) can wield one without difficulty.

I suggest adding an additional modifier "bmod" or "balance" that can shift the mass used to determine if there is a penalty.

For example, a battle ax with a mass of 8 and a bmod of 4 could only be wielded without penalty by a character with a Body of 12 or higher.

In terms of cost, I would recommend pricing 2 units of bmod = 1 unit of MAV.
