Recently updated to 1.23.1 on Windows 7 and couldn't notice this bug nor resist to report it.
3 monitors setup: 18.5" wide - 17" - 18.5" wide, see attached text file.
I'm using Geany exclusively full screen on the middle monitor (17") with geometry of 1358;0;1280;940;1;
On close from full screen Geany saves a new geometry as 1358;-8;1280;940;1;
At next run it opens full screen on the left 18.5" wide monitor and on close saves -8;248;1366;746;1;
If I "Restore Down" the size from full screen saves 0;0;1366;746;0; and then menu bar is way high and off the screen.
I'm forced to manually change the geometry prior using Geany.

If you think this is a duplicate of any of those, please close it as such. I'll leave it open since I'm not entirely convinced it's an exact duplicate, although I suspect it's related to the exact same underlying problem.
Thanks for reporting.
Thanks Matthew,
it might me related to the same underlying problem yes, but I've have no problems with dialogs with any monitor on/off.
The problem here is, and maybe even on bug reports 673 872 and 937 could be, the window position calculation.
I have two nvidia cards and not all monitors have the same size nor the same resolution.
Up to you if it is a duplicate or not, cheers.
