PS 3.5 §8.2.1 JPEG Image Compression currently reads as:
[...] The Pixel Data characteristics included in the JPEG Interchange Format shall be used to decode the compressed data stream. [...]
I suspect this is a little exaggerate as JPEG 2000 can store image with dimensions much larger than 2^16.
