#1 Some options seem not working correctly when using a cfg fil

Some options in my case no-cmt-decl or no-cmt-decl-
before have no effect when typed in a cfg file, but
My E-Mail is: heiko_folkerts@web.de
work when used from the command line. Is this a known
bug? Am I doing something wrong?
