#32 Empty lines not retained after multiline comment blocks

Even when using -code_keep_empty_lines- and
-code_keep_more_empty_lines-, empty lines right
after a multiline comment are removed.
There is no option to specify the desired number of
spaces in these locations, so I would expect that the
aforementioned options would work.
