You need to download the PK2CMD software from the Microchip website (http://ww1.microchip.com/downloads/en/DeviceDoc/PK2CMDv1-20.zip), and extract the contents of the zip file to the programmers folder (usually C:\Program Files\Great Cow Graphical BASIC\programmers). If it still doesn't work, check that you've got Microsoft .NET Framework 2.0 installed.
