I was thinking maybe have the mic hooked up as a a/d and have the pic sample it and save the values to memory, then have the pic read those values and convert them to pwm out or tone output to a speaker?

can I play voice on a pic? or record voice and play it back? if so how might I go about it, it does not need to sound perfect just understandable.

Probably be easier and get better quality using a voice playback chip.
But what you mention can be done.
