#139 CONSTANT "session expired, please login again" notice

This is getting kind of crazy. I haven't been able to logon as a result of this error for quite some time and it has absolutely nothing to do with my password or username (as they both are correct). The page loads normally, but every time I enter my username and password, after it reloads with the information, the same logon screen reappears with that ominous "session expired" message. This is really getting kind of ridiculous...
