#130 Special characters come out as "?"

Special characters such as greek numerals, dashes,
brackets and many other non-standard characters come
through on webmail pages as question marks. Can this
be fixed so what is viewed is what is actually sent?
This is particularly important for things such as
journal tabel of contects which contain very important
non-standard characters.
