#2 Request Create IC dialog

Dialog would allow optional user control over dimensions of IC user gate and placement of I/O plugs.
Also would be nice to set IC name in dialog only to avoid current problems with selecting name when trying to get a user gate from the gate menu. Add edit to user gate context menu to reopen dialog to allow rename or reformat of IC.
