I believe the web site is outside of the jurisdiction of the=20
country that the vendor is operating it. I e, I believe the=20
companies are ATI (Canada) and NVIDIA (US) and the web site=20
might be in Russia.

The web really DOES change the behaviour of information, no=20
matter what you do to the laws...
