Are you sure your Norton is recent and works fine under W2K ?
I know we've got a hell lot of troubles with the old version of McAffe when
W2K was released, and we had to wait 6 month before having a version that
work fine. Same for firewalls and things like this (close from system I
mean).

Are you using things like VisualAssist, Workspace Whiz, Windows Tabs ?
