We could never rely on users having such a thing, unless it was cheap enough to put in the box with our games. Even then, I'm not sure we could trust them to install it correctly, even assuming they have an open USB slot. I think the better question is, why can't a $500 (or even $3000) PC keep decent time? It's just silly. QPT jumping by several seconds over 1/20th of a second is simply absurd. Given the hardware issues that are present, and that we can apparently fix this within our games with enough work, Microsoft should integrate fixes for this into their current and past OS's.
