I'm not aware of any HTTP headers sent from a browser indicating the client's configuration. I suppose one solution would be to either allow the Gallery user to have a per-user setting that could be stored either in the user information in the Gallery user database, or alternatively in a cookie for users who don't log in. But in both cases, each user will need to manually specify this. I can't think of a straightforward method of determining on the fly what the BW capability of a particular vistor is just via the HTTP request headers. But if there were one sent, we could probably do something with it.
