Should be pretty self explanatory, on sites that use the user album plugin along with an integration, many albums can be created as users sign up, leaving the gallery looking cluttered with empty albums/sub-albums. There is a temporary fix for this already, but it works in the front end (tpl) and therefore, empty items are hidden, but still counted towards the pagination count, leaving some pages full, and some with one or two items. The option to hide empty albums/sub-albums should be implemented on the back end, that way it will be compatible with every theme and solve the pagination issue as well.

Generally, -1 for hiding empty albums by default. It's counter intuitive.
But I agree that an option would be nice.
If this is specific about user albums, since they can be created automatically when the user's is created, I'd say then you should simply select the other creation option: Create user albums when first accessed. Once the album's there, it's there.
I agree with this idea.
I set up a gallery dedicated to a wedding. The idea was to let register users to upload their pictures. But you had to log in to see the pictures. So after 2 days, the home page was a mess (~30 albums, only 2 had pictures or vidz). Hidden other's empty gallery would really help keeping the gallery tidy.
But please, make sure this won't hide own galleries. Most of the time, users aren't allowed to add albums (or pictures) on the root. So the only way for them to upload pictures is to go in their gallery. If it's hidden, people may not notice they can upload pictures and may give up.
