#14 Move SaveReportCopy to galaxyngrc

SaveReportCopy is a game option specified in the
template (glx) file. It should be in the .galaxyngrc
file instead, so a GM can turn it on or off throughout
the game.

Related to this, it would be nice if the GM could send
an email with subject "report Sturgians 5" and body
"#GALAXY <gamename> GM <GMpassword>" and
get a copy of the Sturgians turn 5 report.
