On some clients like Psi, roster push (jabber:x:roster)
is unavailable, and clients usually receive information
about contacts on legacy transports via those users
requesting subscription. The <presence
type="subscribe"/> mechanism will need to be there to
support this case and some others.

Also, roster push at the moment is sending one item per
<message/>. It could alternatively send multiple items
in a single message, and clients which support this
feature seem to support adding multiple contacts in a
single go (e.g. in Exodus, last time I used it, you get
a big list of checkboxes which you can use to select
which ones to add.)
