#18 not ignoring messages blocked with ignore plugin

i'm using the 'Ignore 2.2.0' plugin to ignore a relay bot in irc and jabber chat. the ignore works, but it seems that the libnotify plugin is placed before the ignore handler so there is still a notify popup everytime i write :-)

i think that the notify plugin should be the last handler so other plugins could preprocess the message first
