This bug is a little difficult to put into words so I'll describe how to reproduce it which will also make it clear what the problem is. There are actually two ways to reproduce it and the symptoms are a bit different depending which method you use.

METHOD A:

1) Enable the "Allow buddy list to shrink below normal size constraints" option.
2) Place the buddy list window near the left side of the screen.
3) Make the buddy list window fairly wide by stretching the right side towards the right side of the screen.
4) Restart Pidgin, the buddy list should still be wide when Pidgin restarts.
5) Disable the "Allow buddy list to shrink below normal size constraints" option.
6) Attempt to reduce the the buddy list window's width by dragging the right side of the buddy list back towards the left.

After step 6 the buddy list window should remain wide.

METHOD B:

1) Enable the "Allow buddy list to shrink below normal size constraints" option.
2) Place the buddy list window near the right side of the screen.
3) Make the buddy list window fairly wide by stretching the left side towards the left side of the screen.
4) Restart Pidgin, the buddy list should still be wide when Pidgin restarts.
5) Disable the "Allow buddy list to shrink below normal size constraints" option.
6) Attempt to reduce the the buddy list window's width by dragging the left side of the buddy list back towards the right.

During step 6 the buddy list window should remain wide and begin sliding towards the right and eventually go off the screen.

    At the end of both of your methods your window SHOULD shrink in size regardless if you have this option unchecked and you click and shrink the buddy list to the left (or right). The option in the plugin only takes effect when you make the Buddy List smaller than the normal minimal width that is set in pidgin (The normal minimal width is usually the width of the size of the menu at the top of the window (Buddies, Accounts, Tools, Help). Ie: This Ext Prefs plugin option lets you shrink the window past this menu size. So in my mind this is the correct behaviour.
