 In my own opinion, use WInCVS for uploading only.(I
can only upload.)  Try Searching for Sourceforge Setup
application, since they have a help page on WinCVS.
Also talk to RB Bruce and see if he has any
suggestions.
For downloading from Tree I click on the project
page's CVS tab.
