i will suggest an option to cap global bandwidth usage,
both upload and download. This could also include the
option of capping individual torrents, if downloading
more than one.

The primary argument for this is for people with
limited bandwidth, so they can do multiple tasks with
their computer instead of having the options of either
having the torrent running or doing something else.

If individual bandwidth is included, then that could
also be considered a form of priority(perhaps using a
percentage tag(70% for this torrent and 30% to the
other torrent))
