I haven't heard anything from germz for a while so I'll be releasing the source when I have finished fixing some of unicode bugs (shouldn't be too long now).
To answer your question I'd have to say that the current tweaked version isn't as stable as it should be especially when running it under a non-english OS. I'm currently re-writing the unicode support I added in tweaked v0.3 which will include a fix for the problems you are currently experiencing with the XMLRPC server part of g3.

I understand that you are about to get a stable version but you could put the source avaiable as well you put the windows installation avaible.
Can you put it as well on http://www.preducer.org/g3torrent/index.html ?
