How to config for a 512/256?weird dl/ul ratio

With this connection I'm getting around 12-14 KBs/s for donwload and an upload of 27-30 KBs/s with a very well shared torrent file. I guess that is a configuration problem but I'm not sure of what is holding back my download rate. Any help will be very appreciated. Thanks

  Try capping your upload at around 25-30, then set min uploads to something like 3 or 4 (or if you use the global setting, try setting the avg upload speed to 10 or lower).
  
  Especially if you are on DSL you need to cap your Upload speed slightly lower than your max. And you will usualy get more people willing to upload to you if you spread your own upload bandwidth so that each person gets a fair share.
