#82 Config and data in program dir fails for Limited User

Hi,

when running from a Limited User account, G3 Torrent
silently fails to store its configuration etc.
Workaround: grant Full Access to program's directory
Fix: no mutable data should be stored inside the
program dir, it breaks with missing write permissions
and subverts the possibility for each user to have
his/her own set of options and torrents. Like UNIX has
home dirs, Windows has user profile dirs for per-user data.
