#81 Windows Installer: Shortcuts only for current user

Hi,

the Installer for Windows installs the start menu
shortcuts only for the user running the install (i.e.
Administrator), thus the normal user accounts can't see
them. Not everyone is using Windows from an account
with sufficient privileges to install software :-)
Please support putting them into the "All Users"
profile, at least as an option.
