It depends on the window manager.  Under KDE WM it works, under Motif also.
Sometimes, options may be coupled, i.e. DECOR_RESIZE may have no effect 
unless DECOR_BORDER is also turned on.

It should make no difference; but you can try newer versions of FOX which
support extended window manager hints...
