I override the onQueryTip method to suppress the tooltip.  I don't know 
if this might give a clue as to how to do what you want.

Here's an example of the code I use:

  class IconList < FXIconList
    def initialize(*args)
      super(*args)
      FXMAPFUNC(SEL_UPDATE, FXIconList::ID_QUERY_TIP, :onQueryTip)
    end

    # Suppress the tooltip...
    def onQueryTip(sender, sel, ptr)
      return 0
    end
  end
