I looked at those OpalKelly boards and the XEM3001 seems 
good enough for your application. It is indeed a pity 
they don't supply the schematics nor allow you to 
reprogram the FX2. But with a little effort I guess it 
should be possible to find the connections (since they 
aren't BGA or QFP) and circumvent the EEPROM at boot so 
you can reprogram it.

But they come without an FPGA which you still need to 
add.
