#36 Need graceful error message when Help directory not found

Right now, if someone runs flexwikipad.exe from some
directory where the Help isn't available (e.g. if they
build it by hand), they will get the unhandled error
message dialog. Need to either detect the situation and
display a more friendly error message or read the help
from a resource.
