FUSE does support ACL through xattr. There is a very interesting thread
discussing about the definition of "support" but anyway, ACL support is
doable through FUSE framework.

For Quota, I don't think this is much related to FUSE. Quota control is
mostly handled by kernel VFS and the file system implements. If the file
system implements have their own quota management, the FUSE will not be a
problem.
