#19 Formatting

Using v 2.3 very little of the page formatting seems to be
working.
1. Can't reorder articals on the page using the Artical
sorting field.
2. Can't turn off title, menu, or toolbar for a page.
3. Can't select Margins for a page
4. Neither margin select box nor External Link select
box correctly didplay what their current state is. They
both revert to the default status on the admin page.
