#18 Time zone offsets

When the remote FTP server is in another country /
time zone from the local PC the test to see which
file is newer will be affected by the time difference.

It would be useful to be able to specify the time
difference in the edit profile dialog, and for the
syncronization process to use it to convert remote
times to local equivalents and vice-versa.
