#38 Highlighting of threads

It should be possible to highlight threads, as e.g.
‘important’, ‘todo’, etc.

This *could* plug in to the tagging framework (though
it wouldn’t necessarily have to).

Marking threads as such should be possible on a
per-user, per-group and global level (with the
necessary access restrictions). This would facilitate
personal priority lists, group (e.g. support group)
priority lists and global highlighting (example: the
‘sticky’ posts on many forums).
