#27 Pluggable post processing framework

Post processing handlers take XHTML (output by the
input methods such as BBCode) as input, and do
something with it.

I think there should be something for this in the
database already, but there is no backend framework for
it in place yet, nor UI.

Examples of post processors are abbreviation
recognisers (‘CSS’ -> ‘<abbr title="Cascading
StyleSheets">CSS</abbr>’), spam filtering, censoring,
etc. See the separate bugs for those.
