Version 0.2.0 released

The following upgrades have bin made: Some bugs in the planet management scren have been fixed. Cleaned up code to make it compile using Dev-Cpp Program reads screens settings from 'fsc.cfg' in directory 'data', if available
Commandline argument "-f" sets to fullscreen, if no 'fsc.cfg' is found. UI: Slider-boxes now work well. Better drawn display for planetary management. Fixed a few bugs. GAMEPLAY:
Added support of bonus percentage for COLONIES.
AI: Added support for GOAL-Based planning. From today, every upgrade is a question of diligence and how much time is available for work. The technical problems are mor or less solved. There are some commands left to be implemented for the units.
