#10 Turn doesn't complete

All the AI units move one player after another. But the
turn doesn't complete after the last of the AI-Players
has completed it's moves. I suspect that player Number
0 never gets the command to move. Thus, it never can
signal 'turn completed'.
A second possibilty might be that the 'End-Of-Turn'
calculations hangs.

    Made a hot fix which marks the Tunr of Player 0 as done anyway.

    Replaced the old 'End-of-Turn' code with a new one, tested
    as a separated code. Splitted the FSC-specific game data
    from the 'game' code, which does the handling of the
    'End-of-Turn'. The code is integrated, but htere's no
    guarantee, that it works now. Have to test it...
