#7 Groups not loading into FSX-SE

Scenery Config Groups are not loading into FSX-SE. Scenery Config is recognizing the FSX-SE scenery files. The list showing in Scenery Config is the same as shown in the FSX-SE Scenery Library. After I create a Group, I press Save and then open up FSX-SE, but the Scenery Library is unchanged. It appears that the Scenery Config changes are being saved in C:Program Data/Microsoft/FSX-SE, could this be the problem? I am only running FSX-SE, but I am unsure if any old FSX files remain.
