#23 SCE: FSX:SE Not Saving or No Drag’n’Drop

HI,
I'm looking fir a little bit of hrlp for the brillisnt indespensible SCE, please!
This is a new install of FSX:SE under D\Simulation\Steam... on a brand new W10 PC.
SCE V1.1.9 is installed and runs OK; UAC is at minimum, user is PC admin
When SCE is run, the prefs are set correctly, so it sees C:\prog data\ms\fsx\scenery.cfg just fine, and also FSX:SE's path is defected and shown correctly.
If SCE as is, any changes to scenery.cfg are not saved, and if a save as is used, then an alternate destination folder is offered such as desktop,
If SCE is run as an administrator, then changes to the scenery.cfg are saved, but fhe inky thing bot working is the drag and drop functionality is not allowed (no entry signs shown on cursor when folders are moved ontop of SCE's GUI.
Have you please any ideas on what might be weing?
