alpha release of froi package

I'm delighted to release the alpha version of froi, FS-FAST region of interest. This release marks the first public release of software that has been developed in the lab over the past few months. It includes a set of reusable perl modules, as well as command-line perl scripts and matlab functions to perform various ROI functions in conjunction with FS-FAST.
