#4 FCalib2 improvements

• Location of log file should not depend on %ProgramData%, may be we should use %APPDATA% on XP
• Move location of throttle database from %ProgramFiles%\FCalib-X.X.X\db to location writable on Win7 and XP
• use newer IntelHexFile.jar
