[Freeworldircd-current] FreeWorld-ircd 2.0 Release Candidate 2

The release of FreeWorld-ircd 2.0 Release Candidate 2 has arrived. This release addresses some bugs and feature fixes found in the first Release Candidate. These are outlined in the ChangeLog. Depending on feedback or bug reports this may become the new STABLE release.

Bug reports can either be filed on SourceForge or by emailing the mailing lists. Same goes for any feedback.

Some changes between RC1 and RC2:
	- Improved Global Messaging
	- Ability to disable SVS commands & Masking
	- Added m_shortcuts.c (Services Shortcuts. ex. /NICKSERV)
	- Small fix to masking.
