[Freeworldircd-current] FreeWord-ircd 2.0 Release Candidate

FreeWorld-ircd 2.0 has hit Release Candidate.

New features include:
* Optional SSL client ports.
* Network Administrator status has more privledges associated with it
	option in include/config,h to allow network administrators to
	send /mode's to channels without operator status (disabled by 	default)
* User modes:
	+/-R - Identified nickname
	+/-S - Marked as a service
* Channel modes:
	+/-c - color stripping
	+/-F - enable word filter
	+/-f <word> - add/remove a word from the filter
	+/-r - registered channel
	+/-R - only allow identified nicknames.
* Fixed some output in /whois
* Server side global messaging /GLOBAL
* Word filter no longer rejects messages, replaces the offending word   with <censored>
* Slightly improved handling of +/-X
