#2 need api to determine limited vocabulary

Cluster unit voices have a limited vocabulary. There
currently is no way for a program to determine the
allowed vocabulary for a limited domain voice.

FreeTTS should implement a method (perhaps via the
JSAPI Vocabulary manager) for an application to
determine the vocabulary for a limited-domain voice.
