Are you planning to replace JAVA.COM with OpenJDK ?
Zulu http://www.azul.com/downloads/zulu/zulu-windows/ (OpenJDK version of Azul System) or https://github.com/alexkasko/openjdk-unofficial-builds
The installer could test if JAVA.COM or OpenJKD is installed and if not, install it.

    hello David,

we already use openjdk on Linux and related platforms. Just download the binary zip,
which does not include a jdk, and use it with your openjdk derivative (which should
    work, I suppose).

    Cheers and Best Regards,
    Felix

I'm testing Freeplane-Setup-1.5.9-rc-pre03.exe with zulu8.15.0.1-jdk8.0.92-win_x64.msi on Windows 7 Pro and I've got this error when launching Freeplane : « This application requires a Java Runtime Environment 1.7.0.».

Same error with ZIP version. Perhaps you could contact Zulu to work together on using Zulu with Windows 64-bit : http://zulu.org/forum/thread/zulu-dont-work-on-windows-7/

On Windows Freeplane launcher is created by de-facto standard launch4j which probably needs oracle java. http://launch4j.sourceforge.net/ I do not see any reasons to change it.

Thank you for this information. I informed Azul System, they will perhaps ask to Launch4j to add Zulu, as they are doing with WinRun4J.

I got a message when I was sent by Freemind to Oracle to install Java. It looks like Oracel Java is being walled off for some users and environments. A switch away from this is probably going to have to be a priority. At least a switch from Jave to OpenJDK on all platforms.

PS. I have only a vague understanding of the difference between Java and OpenJDK and the GNU licensed parts/version/aspects of Java. I'd love to be educated.
