Initial Comment: I edited the OISInput.cfg in the installed v0.3.13 FreeOrion directory (C:\Program Files\FreeOrion on Vista) to set w32_mouse=DISCL_NONEXCLUSIVE However this setting seems to be ignored when I run the program. As soon as it finishes loading up, the mouse cursor is stuck in the FreeOrion window, and moves sluggishly. (Intolerably sluggishly... it *needs* to be sped up, but that's a separate issue.) If I do this with my local build, I get the windows cursor always rendered, and can move it outside the window. Every time I changed OISInput.cfg, it saved the changed version to C:\Users\Geoff\AppData\Local\VirtualStore\Program Files\FreeOrion Opening the one in C:\Program Files\FreeOrion showed the one in the virutal store, but FreeOrion still saw the unmodified one and gave me exclusive mouse control (and broken mouse display, as noted in a separate bug).
