#280 scons prefix= option is broken (linux)

$ scons prefix = '/home/ich/orion'

If you install as nonroot user (not everybody can own his machine ;)

GG:
scons install tries to write *.pc files in /usr
and dies

FreeOrion:
installs in '$prefix/' folder and not as you
would expect in /home/ich/orion

    The GG behavior is the desired behavior. .pc files are written to the only place pkg-config look by default, /usr/lib/pkconfig. You can change this by defining pkgconfigdir=[path] when you invoke scons. This is documented if you run scons --help.

    The FreeOrion behavior is not too surprising, since the installation code is not fully implemented, IIRC.
