#1 Redesign Front End Layout

The front end layout of navigation items and their
associated actions matches very well with the structure
of FreeMIS, but it is reaching its limits in terms of
the number of navigation items presented to an admin
user. We need a more scalable solution that maintains
the professional quality of the existing html/css solution.

Working on this does not require any programming skills
- just html/css/design skills. The only files that
will need to be edited are:

/app/views/layouts/application.rhtml
/app/views/shared/_navigate.rhtml
/app/views/shared/_actions/rhtml

and the css files in /public/stylesheets.
